Workforce Development Board

Purpose

The purpose of the Workforce Development Board (WDB) is to ensure the involvement of the business and industrial community, including small businesses, minority business enterprises, education, labor organizations, community-based organizations, economic development agencies and one-stop delivery system partners in workforce development activities. The WDB also oversees a local cooperative relationship with the City that satisfies the labor needs of the business community and enhances the economic well-being of individuals in need of workforce development services.

Members

The Workforce Development Board has 20 members (Roster) representing business, labor, economic and community development, and educational organizations as mandated by the federal Workforce Innovation and Opportunity Act (WIOA). By law the majority of the members must represent business and are nominated by business serving organizations. Fifteen (15) percent of the members must represent labor and are nominated by local labor federations. Other members are nominated by their respective partner agency as prescribed by law. All members are appointed by the City Council. A single term is up to 4 years in duration.

Responsibilities

The essential goal of the WDB is to accomplish the following operations: 

  • Establish policy and conduct oversight of the local workforce investment system serving businesses and job seekers. 
  • Promote the participation of private sector employers and ensure the effective provision of business services to assist those employers in meeting hiring needs. 
  • Develop a five-year plan for the local workforce investment area.
  • Selecting the operator of the One-Stop with approval of the City Council. 
  • Selecting providers for Youth, Adult, and Dislocated Worker services. 
  • Identify eligible providers of Youth services by awarding contracts on a competitive basis based on the recommendations of the Youth Council. 
  • Convene summits about workforce issues, publish labor market reports, and provide data about prevailing wages, occupations, and future trends. 
  • Establish local performance measures along with the City Council and the Governor. 
  • Assist the Governor in developing statewide employment statistics systems.
